The legal basis — Decree 43/2013 and the 90-day rule

Two rules control every rent increase in Dubai:

These slabs come from Decree No. 43 of 2013, which applies to all leases in Dubai including free zones. On top of the slabs, Article 13(2) of Law No. 33 of 2008 requires the landlord to notify you of any change at least 90 days before the contract expires — an increase announced later than that cannot be applied at this renewal, full stop. Rent can never change mid-contract (Article 9, Law No. 26 of 2007).

Increase above the cap? Here is what to do

  1. Run the official RERA index calculator in Dubai REST and screenshot the result — it is the single most persuasive exhibit.
  2. Reply to your landlord in writing, citing the index figure and Decree 43/2013. Many landlords back down at this step.
  3. Check the notice date. If the increase was announced less than 90 days before expiry, it is unenforceable this year regardless of the slabs.

Can my landlord increase rent mid-contract?

No. Rent is fixed for the duration of the tenancy contract. Increases can only take effect at renewal, within the Decree 43/2013 caps and with 90 days prior written notice.
